PGP keys generated by BCPG are not accepted by a PGP software

Hi,

I got the following response from a partner when I sent a PGP public key generated by BCPG to them:

Bouncy Castle Key (BCPG) is not compatible with our system. Please generate a new one with GnuPG or with PGP desktop. Thanks.

You can see in page 11 of the PDF document that they defined a restricted list of "compatible" PGP software.

My guess is this will be because they haven't officially tested the
keys.

I would be curious to know if there is another reason though.

Can someone please help me with blowfish?
I posted a few requests with no luck.
 
I have C code that encrypts credit cards using blowfish.
I need to decrypt in .net . I am using bouncycastle but when I dofinal I get a pad corrupted error.
I can email my code.
Or maybe someone can quide me on the best way to do this because I tried everything and I'm lost.
